CAN UNMODIFIED NEWTONIAN GRAVITY EXPLAIN DARK MATTER?

It appears this application of the classic form is scale invariant when calibrated at the galactic supercluster scale, where accelerated universal expansion is first observed; then it appears applicable from the subatomic to the galactic supercluster scale.
